CCAA site, CCAA delegation
We must have bombarded the site again.
If the pattern continues then it will be back up between 7:30 and 9 tonight. Enough time for them to arrive at the office, realize it is down, and bring it back up.
The CCAA's world tour will be in Iceland from the 19th to the 22nd. Anyone have any information about where they'll be after the 22nd?
Update: Sounds like they are headed to Ottawa Canada after the 22nd.

Well that pretty much answered my question. If he's the only one authorized to sign off on referrals, and referrals are being sent next week, he signed off on them before he left.
They've been sitting there for the last couple of weeks.
This is a depressing scenario.
I doubt that he is the only one authorized to sign them off. I'll bet he can delegate someone if he so desires.
I did read somewhere recently where someone had confirmed that there was another person authorized to sign the referrals in the director's absence. I'm sorry I can't remember where I read it.
any ideas of what the delegation is saying at these meetings?

If referrals are going to be sent the 28th then it's possible Ottawa is the last stop and he'll still be back to sign them in time.
In the past, it was pretty well confirmed that only the director could sign them. When things were reshuffled last fall it's possible they changed that. But I wouldn't bet on it.
The CCAA site seems to crash when there is reason for everyone to run check it. That does tend to be in the run up to referrals, but I don't think it crashes because referrals are near, but because it can't handle the load.
i'm on the west coast and i find it crashed (the ccaa site) pretty much every afternoon here, since i started paperchasing in Oct.
they must not know what to do with the internet barrage!

I think there are one if not two deputy directors at the CCAA, no? I would think they could handle things in Director Lu's absence. I find it hard to believe that the CCAA would be sitting on referrals for two or more weeks.

The CCAA delegation will be in Denmark on Wednesday 19 April before heading to Iceland.
My agency coordinator told me the top director who travels does not have to be there to sign referrals. She actually said, "the director who usually travels" (so like waiting4tianshi said) - I took that to mean there are lower-level or deputy directors as well.
It sounds like the CCAA will be in Sweden, Norway, and Finland in May. They will arrive in Stockholm, Sweden on the 10th of May and will be there for one day before heading to Norway and Finland.
So, there must be someone still in Beijing who can sign things. I'm glad they finally got that worked out. I remember a few referral batches that were held up a week or two specifically because the person who signed them was off on a trip somewhere.
