Database Down Again - No New Rumors

Yes, the server is having database issues. Again. The server people are working on it. I don't see any new rumors yet this morning.

I've got the server people working on it. A European agency says the cut off is the 23rd, and they say that referrals were mailed Friday. I'm giving it an R3 for now.
