News from Spain

Update: The original source of this email is Mary, Momof2boysinOH, and was originall posted here. ----------------------- This also comes to me in an email. What the Spanish agencies are telling waiting families:
There were 900 dossiers logged in during May of 2005 (it's unclear if that number just accounts for dossiers from Spain or if it includes other countries) and 700 in June of 2005. The expectation is that July is a lighter month and hopefully the CCAA will play some catch-up at that point.
This is a quote from the director of a Spanish agency:
Although the CCAA continues to work at its regular pace, the wait time has extended because there are more adoptive families applying, the number of available babies has been reduced due to the country's growing economy, and domestic adoption has also increased. We ask that you please have patience with us because it looks like the wait time will be increasing to 12 months which we have always explained is what the CCAA intends to be the maximum wait time.
The first news would tell us that June is roughly 3/4ths the size of May. That is wonderful news. I'm starting to have hope that they are going to get through June in two months (or maybe two months with just a few days on the third month) and then get back to whole months. I'm afraid to hope this, but it's sneaking in, anyway. The second news is more of the "12 months max" thing. It's nice that we continue to hear this. Both of these are pretty good news. I believe we are in the time of the month when we get good news... that would be right before it turns into bad news. I'm not falling for it again. Or, I'm going to try to not fall for it again, anyway. Oh, who am I kidding... my hopes are up and there isn't much I can do about it.

my wife found your blog RQ and I have to say I'm glad she did. We have an August LID and have been on this rollercoaster ride as well from watching each month's match groups as they post.
Since the "slow-down" started, our agency here in Colorado has continually said that they're looking at 10 to 11 month wait times...possibly 12 months. AND, in emails with one of the child match directors I have been told that the CCAA is telling them they continue to work steadily each month but that there are just a large amount of applications/LIDs to process.
It is promising news in the "News from Spain" post of June not having as many LIDS as May...and that July is even lighter. My wife and I still think, however, that it'll be August for our referral (12 months). I would very much like to see if the CCAA can work to meet their goal of 10-12 month wait times for our months (although seemingly doubtful) or if it will take them to the end of '05/early '06 LIDS before they can achieve it.
My biggest thing was seeing that the CCAA went from 2 month intervals in reviewing the May/June/July applications to just 3 weeks to review our month's. I thought that may mean something, but probably not, eh?! This month as they get into June LIDS should be interesting.

There seems to be some confusion about the "12 months" thing - I've had a few emails that were questioning it. I am assuming that this 12 months time represents time from LID to referral.

I know there are some other countries that give out times in different time frames, but most US agencies give it out LID to referral, so I'm just assuming that's what is meant.

Yes, the 12 month period or the 10-12 month period being referred to by everyone IS the time from LID to referral. I'm guessing that most agencies (at least in the states) are telling families that "the clock starts" once their Dossier is officially logged in at the CCAA. We were initially confused by the DTC date which was being referenced for some time, but technically that date is just when the Dossier is received at the CCAA, not 'logged-in'.
At least this was what my wife and I were told and I'm confident that this is what it is.

And in response to 'chinabound'...No, I personally don't feel that the CCAA can keep the wait time under 12 months; at least for the moment. I am beginning to really believe what I see about that there is a large amount of family applications and that this number has been growing. I think, and the person at the agency we're using believes as well, that the CCAA may have to re-initialise the quota system (which won't effect us currently with LIDS) in the near future if indeed things continue at this rate.
I don't know that it has to do with not enough children. I mean we've all heard how many babies on average are abandoned each year, right?. I think it has to do with the policies or requirements the chinese have in place for what constitutes "paper-ready" children. If someone knows anything about this, please share. I'm sure we're not the only ones wondering about it.

So are we still thinking 400 dossiers from May 31 (from one of the old threads), if so that would mean they've only done 500 of May in the last 3 batches. This would really not bode well. I'm very excited to hear the 12 month max thing again, but am afraid to get my hopes up at this point. After all Spain has predicted "part of June" the last two batches at this early on point in the rumor cycle. As RQ posted, I'm expecting good rumors this week, medium next week, and then bad (like part of May 30 or something) and then just have to wait and see what turns out to be true this time.

I agree with deb...I think that 900 estimate has to be overall and not just for Spain.
And as I mentioned before, and I'm not alone on this, the time from LID to referral is going to get longer before the CCAA can even it out and "meet their goal". I shudder to think they only match May 31st this month though...I really really want to try and not guesstimate how far the CCAA will match anymore and just figure ours will come in August (12months from LID). But, and as I see from reading other posts here...trying to not think about it is hard to do. hehe.

Next Tuesday (4/11) our agency here in CO is hosting a reception for a delegation from the CCAA- possibly including Director General Lu. I'm not sure what the visit is for...they didn't say in the invite we received. A 'good-will' visit perhaps? No matter what, I'm hoping that there might be some information to come out of it.

Hello. I wrote this entire post. I wonder if I could get credit for it?

I visited Spanish message boards and translated the info to post on adoption forums. I had planned to do it once a week but now that I see it being posted here I may not do it anymore. It would be okay if I were given the credit for it.

Kim - the problem is apparently a lack of "paper ready" babies. Not a lack of babies.

There are reports of some SWI's that are practically empty, but there are also plenty of reports like yours.
